" the tax increase (again considered in isolation) harmed the economy,"

The Clinton economy was poor?????

Lets try analogies.

Say you spent a lot at Walmart. Then you got mad at them, and decided to never give them an additional penny. Say you convinced your friends who where heavy Walmart shoppers to do the same, and they there friends. and that in total a thousand people stopped shopping at Walmart.. That lost revenue would be harmful to Walmart.

Does that mean its impossible that Walmart could announce record profits that year, and then set a new record the year after?

The US Navy lost an aircraft carrier (the Yorktown) at Midway. We only had a few carriers. Losing the Yorktown was a major loss (far greater then losing 1000 customers would be to Walmart), does that mean that we lost the Battle of Midway, and where doomed to lose the war?

Of course not. The fact that there is one harmful or negative factor doesn't imply that the overall result is negative.
