TimF. Today I had three (3) attorney's look at amendment 14, section 4 of the US constitution. All three were non-commital saying the Supreme Court could rule various ways. The only circumstance that I could possibly see this section being implement would be if all else failed and the US would be in tremendous financial stress.

However, if the President (Executive Branch) would use such amendment 14, section 4, IMO, there would be an immediate TRO (temporary restraining order/injunction.) The case would go to the Supreme Court where conservatives rule the court with five solid votes our of the 9 seated judges. Talk about conflict, legal past practice establishment for the current and future Presidents-all hell could take place. Just think if President Obama had such powers along with future Presidents during such conflicts. There would be a call of impeachment and the additional conflict of the action.

However, it would be interesting to see the outcome and consequences from such action.
