The 14th amendment says that "The validity of the public debt of the United States, authorized by law" shall not be questioned.

That's irrelevant to the current issue. Even an actual late payment is not renouncing the debt or declaring it not valid, but even late payment isn't an issue, since the federal government has far more money than it needs to make its debt payments.
