In regard to larger minnows, such as Singapore, Hong Kong, Luxembourg, Switzerland, Norway, Monaco, they are self-evidently feasible too because there they are, happily being minnows with high GDPs per person.

India, China, Russia, Pakistan, Brazil are giants but minnows in GDP per person, though they have been trying to succeed for centuries.

Perhaps you mean theoretically, in future, like Global Warming. I think your "minnows" theory is as full of hot air as is Global Warming.
