My point was that he seems surprised by this, like it was something new, invented for this particular exercise to pull the wool over everyone's eyes.

I caught a bit of former Congresswoman Susan Molinari on Morning Joe today. She made mention of slowing the rate growth being the definition of "cuts" in her day. Nowadays cuts are relative to projections.

Anyone who thinks spending will ever go down short of some cataclysmic disruption is either horribly naive or smoking something. I think it would be an extravagant win if we could get it to go up at no more than the rate of inflation. Actual cuts overall? Never happen. We could get cuts in some programs and/or cut out some programs. Balanced budgets might be a reasonable target. Reducing the debt might be feasible or simply not letting it get any bigger. It makes no sense to set utterly impossible goals, IMO.
