Say a particular item in the budget is $100 billion in 2011 and $101 billion in 2012. If inflation is 2.5%, which is roughly the estimate for next year, that's a cut of $1.5 billion in real dollars.

PS. This is not coming out of my head. I have seen an analysis on one of the cable channels explaining how they figured the savings. The savings are figured in constant dollars. Absolute (not inflation adjusted) dollar figures do increase over time.
