So, if that is true (I'll accept your statement) then a few things need to happen since there is no money in the SS Trust Fund:

a) a corresponding increase in Social Security premiums for the populace OR

b)huge spending cuts elsewhere to free up money for SS recipients OR

c)a huge jump in revenues from a booming economy OR

d) the debt ceiling continues to be increased
