In all fairness, some of them might be merely cynical opportunists or cowards (or both). If they knew it was going to pass without them, they could vote 'no' with no risk. In that circumstance, voting 'yes' was the riskier play - their Tea Party base that got them elected might well (probably will) turn on them, but voting 'no' on a bill that's going to pass anyway offers them nothing but upside.
