It has been "normal" for quite awhile now. I don't understand why the Obama administration doesn't publicize more the "holds" that people like Shelby and others put on perfectly well qualified nominees, often because they didn't get some contract for their home state. Has nothing to do with the nominees. Or, sometimes, it does allegedly have to do with the nominees but is off the wall. If that isn't "extortion," what is?
