No the chart is completely true and (for most of the chart that represents past years) based on solid information. Defense spending used to dominate the federal budget. Now its a small part of the budget. Transfer payments have gone through exactly the reverse process.

If you want to improve the out of control budget situation, you have to restrain the biggest and fastest growing (out of the large area of government spending) part of the budget, and that's transfer payments (primarily entitlements).
