tax revenues have never been lower

False.

The projected revenue for 2012 is higher than every year except 2008 and 2009. The projected 2011 revenue is higher than every year up to 2005. 2010 revenue was higher than for every year up to 2006. Going forward even with no tax changes new records will be set soon, probably in 2013 unless we get a double dip recession. Adjust for population growth and inflation and in might take an extra year or two.

In % of GDP terms tax revenues haven't been lower for awhile, but that's because they are temporarily depressed by the recession and very weak recovery. The same rates and same tax structure will lead to record revenue as a percentage of GDP in not all that many years. By 2012 we should exceed the percentage for 2003 and 2004. By 2013 we should be at an average modern level. And even 2011 (the projected low point) revenue would be higher as a percentage of GDP than every year up to and including 1943 and about equal to 1950. While real per capita revenue would be vastly higher than it has been for most of the history of the US.
