I don't see your basis for that. It seems to me that not having to make good on missed payments would embolden the hold-outs. They save money/reduce the deficit/reduce the debt every day that they delay in making funds available for payment. Plus they improve their negotiating position with the soft-hearted D's as more and more people start panhandling.

I would hope things like farm price supports just stop, but realistically even if they couldn't be paid during the debt limit fight, they would get paid as soon as it was over.

Since agricultural subsidies aren't entitlement programs, I don't know how that applies.
