Federal sales tax on market trades! Solves 2 problems: Federal revenue and HFT's mucking up the electronic order matching process.

Sales tax would be based on trading fees, not $ volume. At 3% a sell or buy order with a $10 ticket to ride would yield 30¢ to pay down the debt.

Just knowing that the debt was getting paid down would have all kinds of positive effects on the economy and and on the valuation of equities.

I have no idea what the fees, if any, are on these high frequency trades, but I can assure you that if there was sufficient cost associated with it, there would more prudence applied to their execution.
