Which didn't materialize until you had a Republican congress, and the Democratic president fought hard for more spending, if he didn't the surpluses would have been larger, and the later deficits smaller. At least back then, there was cooperation and compromise between Clinton and the Rs.......now the Rs refuse to cooperate and compromise.
