The SYS partition contains the boot code for Windows 7, BitLocker data, and a place to dump data when the system crashes.
In theory, one could copy the boot code to the Windows partition, set it as active, alter the Boot Configuration Database to accept the changes, write a new boot sector, delete the redundant SYS partition, and allocate the free space elsewhere. But what happens with BitLocker and data dumps?
Experiment will provide answers.
Unfortunately, the work necessary is both considerable and tricky. Only those who know a lot, (or nothing) would attempt this.
