MP - Forget about GENERATION ... it is DISTRIBUTION that will allow KESE to excel. Generators have huge capital expenses on which they need to achieve returns for their investments. They, too, could become power brokers, and some will. But when do they charge enough for their own generation? This is part of the nagging question with deregulation - historically a reasonable ROI was granted to those "monopolistic" utilities for abiding by respective state Commission mandates and increasing capacity to serve the growing public.

Now, fair or unfair, Joe Blow, KESE, and the like are allowed to buy power on the open market (where they can get CHEAP off-peak power to offset peak demand costs) and sell at a profit - and they do it at less cost to the consumer. KESE will do well at the outset, and pending rules changes, they may have to adjust with the game.
