Short term safety nets are one thing, long term dependency quite another. A safety net catches you when you fall, when things go horribly wrong, its not supposed to be something you sit in all the time.

Also its not all about the poor, the government transfers enormous amounts of money to the non-poor. A lot of the people protesting and even in some cases rioting in Europe where not poor, they where people who had a solid living off the government teet and both frightened and angry that it seems to be going away.
