You are correct. He has been recommending dollar-cost-averaging all along. So all of his buy signals can only apply if someone who follows him happens to come into a new chunk of money.

During the last mega-bear, he issued buy-signals all the way down while his model portfolios remained fully invested.

On Moneytalk, Sunday before last (Lynn Jimenez was on this past Sunday), he talked about how he had been buying stock. He had to be talking about personal money.
