If I were the Republican Senators in Wisconsin, I would be wondering how my future election would go. Therefore, I would be more careful as to how I vote on the issues. And, from what we have read some of the fellow Republicans have some leanings to the Democratic issue.

It is not a clear cut case. Remember, the threat of an action many times is more powerful than the action itself. But, if called upon the action has to be completed. Therefore, do not make a threat that you do not follow up with.
