ElM, I did exactly that [borrowed hypothecated JPM and WFC shares and sold them]. Why should the shareholders care? As a speculator, it's me who might lose my money, not them. If the price of the companies goes down, as I suspect, then they will still own their shares, and earn dividends with no change at all as a result of anything I do. If the price goes up, I will lose my money and they will still be fine, with no change, just collecting their dividends as usual.

I have hypothecated my QCOM shares and people have sold them. The share price has gone down. I don't care. If it goes down more I will buy some more of them. If it goes up, those who borrowed my shares will be in trouble.

Banning short selling won't make companies more valuable. They are as valuable as their earnings.
