Couple of weeks ago I drove by the Vadnaise Hts city hall. Their flag was at half mast. All the other flags I drove by were all the way up. I called city hall to ask why their flag was flying like that. The person I talked to had no idea.

I think it is such an important gesture that is should very rarely be used. I think we're over doing it.
