Articles posted here a few months ago talked about the fact that normally a bill includes boilerplate language that says if part of the bill is struck down the rest is still valid. This bill DID NOT have that language so in the opinion of the authors of these posts if one part of it is invalid the whole bill is invalid.

Ask 20 lawyers and you'll get 20 different conflicting opinions.
