The whole thing collapses if people are not forced into the pool. The rest of the law prohibits denial of coverage for preexisting conditions. Without forced participation, people can jump in and out of the pool just when they need healthcare. Insurers will bear all the costs without any of the risk spreading. That is untenable. It's a house of cards built on top of the mandate.
