I figured out that this was not a mistake. In progressivetopia they are Tow Roads because all of the cars are made by drunk and stoned union auto manufacturers and when you drive on the Tow Road the union tow truck drivers are on the lookout for you driving in your Government Motors clunker so that they can charge you a half of a year's salary to bring your car to a union mechanic who will inform you that you need new brakes, new tires, a wheel alignment, a timing belt (and water pump) as well as a completely new power and drive train. The repairs will cost more than the car is worth, but if you abandon your car in their auto yard they will charge you $250 per day.

Tow Roads are part of the progressive dream.
