joefromspringfield, If he runs short on money, he can do what the government does, get another credit card like they do when the debt limit is raised.

No, he just went the corporate way and used the corporate loophole in sending out credit cards which the corporations wrote off as a loss, sold to a collection agency, who in turn harassed those delinquent in their credit card payments.

Joe, who is at fault in the above the client, the credit card company, the bank who issued the card, the system, the government for allowing such to take place or the collection agency, or all of the above.

How, would you solve the above problem? How would you regulated or enforce the solutions?
