Class warfare? No. Racial lines divide? No. Reading you, Brazil was right to develop the country as they did.

We have had a lot of problems, but when comparing to others -as the problems are just putting their heads out- it was not that bad after all.

Mixing races and rich and poor is tough to manage:

S. Africa Apartheid did not work.

Doling out money left and right to the poor - as in those European Social Democracies- did not work either.

Creating classwarfare as you propose it is sure receipt for disaster.
