For the first two yrs of his administration most everyone thought he was doing what he was doing out of a lack of experience and ignorance, but not anymore. I think most people now think he's doing what he's doing on purpose.

I have always seen Obama as both ideological and shallow. The combination makes him inflexible. Say he made mistakes due to ignorance at the beginning of his administration. But he was following his ideology. He expected his plans to work (remember "recovery summer" last year?). But they didn't. But what else can he do now? He doesn't know enough to change his ideology. None of his advisers even have a different ideology. So all he can do is look for explanation, some scapegoat, to explain why it didn't work, and promise that it will get better as soon as we kill the scapegoat.
