'S&P stated that they believed the Bush cuts would be extended (in whole or in part) and that this would greatly worsen the deficit'

They also stated specifically that the inability of the GOP in Congress to accept *any* form or revenue increase (loophole closing, whatever), even if pared with much larger spending cuts, was a factor in their downgrade.
