I'm not aware of any special relationship between Salomon and Fidelity. Does Fidelity have access to Solly's research or something? This is a very valid point about brokers not selling anything but their own firm's research ideas. The larger firms really frown on individual initiative by their brokers. They are supposed to sell the financial game plan, not individual stocks. If the research dept picks up coverage, suddenly it's okay to sell it, and the confirm isn't marked "Unsolicited Order" anymore.
