Nonsense. They're joined at the hip.

Suppose we convert 3,000,000 18-wheelers to CNG at which point we are no longer reliant on Saudi oil. The trade deficit is reduced by an equivalent amount. A few hundred billion a year that WOULD HAVE gone to S.A. is now in the United States.

That few hundred billion a year is spent here in one form or another -- hiring employees, payroll taxes and benefits, income taxes, or simply paying dividends to shareholders, ends up reducing our budget deficit, so long as we don't burn it ridiculously on unnecessary, ineffective government spending. Regardless, it is money that is available to OUR economy that wasn't before.
