C'mon....there was so much more going on...particularly in the years you referred to...this was the day trader era, the tech boom....don't tell me that CG rates spawned that...and, the short term CG rates were un-changed yet you see a spike in 97, and the long term rates were changed in july of that year....which means that long term gains benefiting from the rate change would have been realized during prior years...the correlation is tenuous and difficult to make at best...just look at the gyrations from years prior to 97 for further evidence...
