So what about the guy making 18,000 a year? How much should that guy pay?

I don't understand the position that people are not "entitled" to the benefits of government if they don't pay any income taxes. The government provides for the common welfare. That includes everybody.The Constitution makes no mention of means testing for basic services.

And what problem are would we be solving by charging everybody a minimum of a hundred bucks, just to use an arbitrary example? Are they going to suddenly start voting differently?
