The fact that a person doesn't pay income taxes doesn't mean that person is "dependent on the government."

Agreed, that alone is not enough. But Republicans see not paying income taxes as a kind of 'gateway drug' -- if you aren't paying for government, you're much less likely to object when someone suggests it should get much bigger. You don't have skin in the game.

This dependency argument is about more than just taxes. It concerns the whole argument about what the proper function and size of government ought to be.

For example, Republicans don't like the extension of unemployment benefits, since that increases dependence among the able-bodied. They point out that when you pay for two years of unemployment, you are very likely to get two years of unemployment, human nature being what it is, and after two years of unemployment, most people are much less employable.
