That's called "crony capitalism", <banks which are bailed out, handed huge gifts via QE episodes, and whose political power is enormous, are not the kinds of banks to which your ideal applies. >

The problem is political rather than banking. It's not the banks which need controlling, it's the politicians. But voters go on voting for more of the same, so they get it, which is what they deserve.
