This is not something that the banks will agree to without the backing of the government, though.

These mortgages are already backed by Fannie and Freddie...the risk of foreclosure and thereby the exposure of the fed gov and it lowers payments for people who can't qualify for a refi in the current market....the second part of the plan is to rent foreclosed homes now owned by the two agencies...

What's your point? That this is actually a good plan? I'm not so sure since it doesn't do anything to help deleverage real estate.

Well, it could be...the details of the plan are not completely clear, yet critics are not in short supply already (yes, you too)...It seems to me that until the housing market is stabilized the economy will continue struggle...
