Obama got a Nobel Prize before doing anything; for simply showing up with excellent melanin content in his skin and thereby being elected. So it makes sense that an official State of Emergency is declared before a storm even shows up to do some damage. <
Obama administration issued an emergency declaration for North Carolina before the storm is even close? Sounds to me like a situation ripe for them to spin some federal money to the administration's friends and allies.

In fairness, for all I know, perhaps federal support can't be produced until a State of Emergency is announced. So to enable troops to move in and secure federal assets they have to announce an emergency. I prefer to be ready for emergencies rather than wait until they have happened, so it's not clear that waiting until the obvious has happened is better.
