In NZ show up with the low bid.
In USA be a local company with good donations to Barack Obama's party
In Iraq I guess pay bribes to the right people and increase the bid significantly
In Russia I guess shoot Putin and co first
In China hand big pay packets to the local yokels
In Saudi Arabia be a good friend of Bushes and Halliburton, Obama and co. BP is likely out.

A UN veto might help a bit in some places. Probably not in Iraq now.
