I wouldn't call that hype, I call it incompetence.

Around here they've passed out tags to people who won't evacuate. They ask people to tie them on their big toe with their name so their remains can be easily identified, and save the police a lot of trouble when they're real busy afterwards. Good idea IMHO. Government efficiency.
