If Mr. Powell had been forthcoming than the problem would not have reached the dimensions it did. Armitage went to his boss, Powell, as he should have. Powell should have gone to his boss instead of blaming some underling in the FBI who asked him not to share any of this.

Of course he should have. Everybody knows it. Instead he left President Bush and VP Cheney to twist in the wind, with the MSM baying for their blood. He got Scooter Libbey convicted on a he-said-he-said perjury charge. Over what? the perceived slights of bureaucratic infighting? Powell makes himself look slippery and small by continuing to pass the blame.
