I think your chart mislabels the Bush years of the Federal budget. Fiscal year 2009 began on September 2008 and ended on August 2009. The budget for that year was Bush's, therefore the 2009 line (the first red line) should be included in Bush years. Similarly, the 2001 line, the last line that shows a surplus, does not belong in Bush years. It was Clinton's last budget.
