So, if the Republicans control both house and Senate in 2012, a return to Clinton tax rates would be a wise thing to do, right?

Of course your statement is false in general. Clinton was not the only president to run a prudent fiscal policy. All Presidents and Congresses from the end of WWII to the beginning of Reagan's term managed to reduce the debt to GDP ratio in spite of wars, Great Society spending, etc.
