As Victor Davis Hanson has often noted in his journals, if you keep passing laws this stupid and this onerous, people just start to ignore them. He says California is full of little businesses that just pop up by the roadside, esp. to serve the poor, who can't begin to afford the compliance costs of this stuff anyway. So the rich pay, the poor ignore it, and the middle class becomes first impoverished then moves out of state.
