Obama is going to run a "Truman" campaign. "That no-good, do-nothing Congress!"

Yup. First item: "That no-good, do-nothing Congress refused to pass my very very very very important jobs bill, which was so important I had to address a joint session instead of sending it to them the normal way."

I swear, to Obama, form IS substance. He doesn't understand the difference. Which means, he truly cannot understand that he is making a fool of himself.

Has anybody seen a list of occasions on which Presidents addressed a joint session of congress in the modern era? Before Obama (who already used it once before to promote health care), I remember Bush addressing a joint session after 9/11. Wasn't it always used sparingly, for national emergencies and such like?
