I don't think it is guilt. He has more money than he can ever spend and his heirs are well provided. He is short sighted in not considering those on their way up or scraping by with kids in college etc. I believe he would like to be remembered like the huge industrialists of the last century who left vast trusts. He won't be remembered for playing Bill Gates and giving his money to Africa and other corrupt places. He knows his days are numbered now. Maybe you are right and he is trying to get through the proverbial "eye of a needle". However, politically he must feel guilty
