No. Bush proposed a privatization of SS. Part, and eventually all of SS contributions would be invested by individual tax payers in their own personally managed pension plan rather than put in the SS Trust Fund. That was a prescription for disaster, IMO, since most people are clueless about investing and pretty innumerate. If their pension investments blew up and they were retired guess who would support them.
