The individual mandate is 180 degrees from "personal responsibility". Personal responsibility cannot, by its definition, be IMPOSED on someone. When it is mandated it ceases to be personal.

When you go about your life without insurance and you have the means to carry it but don't, you are being irresponsible...then either a) you can't expect to receive health care for free or b) you need to be made to contribute towards your coverage....take your pick.
