"the Mid and South Atlantic planning areas are no longer under consideration for potential development through 2017" which means there is no moratorium cuz there was nothing to halt cuz there was nothing going on cuz there is no oil, no infrastructure to support the oil that isn't there, and no interest from the oil companies to explore for the oil that isn't there, cuz they have already looked, more than once. It also means the continuation of another Bush policy.
