Do they really have to actually publish such drivel just because they can't think of anything else to say?

Perhaps oil is "surging" (i.e. going back to where it was just a couple of days ago!) on expectations driven by the Obama speech tomorrow.
I suggest that this is just as ludicrous a possible explanation, but it is far more credible than his.
The Gulf Coast has plenty of oil.

Kahn's Associated Press editor should be fired.
