Medicare needs to quit funding the heroic, end of life measures it currently pays for. Modern medicine can keep people who should have died and will have NO reasonable quality of life going forward alive LONG after their "use by" date. Don't leave this to people to figure out. Just come up with some formulas and apply them rigidly. If private people want mom or dad kept pointlessly alive, let THEM pay for it.
