Sheer nonsense. Is she saying that she had access to all the intelligence that Obama had, enough to judge it as "sketchy". I cannot even call it "according to her judgement" because she does not have all the intelligence that Obama was or is privy to.

Dowd was praising him above i.e. a gutsy play.
